CAR: Bienvenu Mony Beya Takes the Helm of Energie Centrafricaine

The Central African power sector is undergoing a major leadership change. By Decree No. 26.326 dated October 23, 2026, the President of the Republic, Head of State, Prof. Faustin Archange Touadera, has appointed Mr. MONY BEYA Bienvenu as Director General of Energie Centrafricaine (ENERCA).

The presidential act, taken on the report of the Minister in charge of Energy Development and Hydraulic Resources, ends a period of interim management at the helm of the national electricity company.

End of interim and new governance

The presidential decree repeals all previous contrary provisions, notably Decree No. 250.268 of July 16, 2025 and Order No. 0039 of July 07 appointing the interim Director General of ENERCA.

This appointment follows the resolutions of the Extraordinary Board of Directors of September 11, 2026, endorsed by Order No. 0029 of September 14, 2026. The new DG also relies on Decree No. 23.004 of January 7, 2023 endorsing the appointment of members of the ENERCA Board of Directors.

Mony Beya Bienvenu is now officially invested to lead the recovery policy of the public operator.

A major energy challenge for the Central African Republic

This nomination comes in a critical context for ENERCA. The company faces numerous challenges: obsolescence of the Boali production infrastructure, low electricity access rate in Bangui and in the provinces, significant technical and commercial losses, and dependence on thermal groups.

With a national electrification rate estimated at less than 15%, the Central African Republic remains among the least electrified countries in Central Africa. The mission of the new Director General will be to revive production, secure distribution and support structuring projects backed by the World Bank and the African Development Bank.

Decree No. 26.326 takes effect from its date of signature and will be published in the Official Journal.
